The flood that hit the Marche in these hours appears to be the umpteenth chronicle of an announced disaster, the umpteenth occasion in which our beautiful country shows itself with all its territorial fragility, all while mourning the dead and looking for missing.

Yes, because Italy is the country in which 94% of the municipalities are at risk from landslides, floods and / or coastal erosion and where more than 8 million people live in areas that are not safe from a hydrogeological point of view (data from the ISPRA Report , 2021), but where the issue of hydrogeological instability, the safety of the territories, the mitigation of the effects of climate change, land consumption, environmental redevelopment of degraded areas, are absent in the political agenda or worse reduced to a mere exercise in style.

In this electoral round, before today, not an idea, not a proposal, not a sign of attention on these issues. Tomorrow, as has so often happened in the past, on the basis of the emotion of the moment, there will be a flourishing of promises for a change of direction in the management of environmental policies and protection of the territory.

It is useless to hide, the Marche tragedy, the long drought that plagued the north of the country, are not only the tragic consequence of a climate that has suddenly gone mad, of out-of-control “climate-changing” gas emissions, of the advancing desertification, are above all consequences of a long season of improvised policies in terms of soil protection and environmental protection, of uncultivated choices that, in recent years, have given rise to bungled legislative interventions and actions sketched and never completed. These events are the result of a long period of inattention, in which the company left a young Swedish girl and the Fridays for Future events the task of remembering how our planet is a precious asset, without which no one could imagine a future. .

.

A long period, during which a country with one of the most complex hydrogeological balances in the world, but which boasted the widest culture in terms of the defense of the planet’s soil, so much so as to teach it to Europe, has in fact erased its history, forgotten the floods of the Polesine and Florence that had led to the great intuition of the institution of the de Marchi commission and to the far-sighted choice to operate hydrogeological planning at the level of the river basin beyond the administrative boundaries of the regional and local authorities, to merge, in reason of a smoky need for efficiency, hydrogeologically different territories. And thus allowing skills to disperse and in fact moving away the places of choices from those of knowledge. All this in the deafening silence of the scientific and technical world which has lost authority and ability to direct choices with respect to the recent past.

In terms of soil protection, in Italy everything that was wrong was wrong, while the rest of Europe, on these issues, directed its investments towards innovative and virtuous policies that have protection and safeguarding at the center. of the territory. It is useless to talk about the Green Deal in our country until you are aware of how difficult it is to manage such a beautiful and fragile territory, rich in beauty and values, but unstable and complex. Investments of economic resources, but above all human resources, are needed to take care of this great treasure. What happened in Ancona today is no different from what happened in 2005 in the province of Bari, when the Taranto-Milan train was suspended in the void or what happened in Ginosa and Castellaneta in 2013, there will be other events like these. if it does not reverse the course.

There is little to be done at this time, it is necessary “only” to reflect in the hope that the deaths of these hours were not as vain as those that preceded them.
