“We trust in the immediate attention and action of government institutions so that the sector is brought back to the high operating standards that characterized it in the past and which, at the same time, guaranteed the professionalism of airport use at a level of excellence”. This is what Fit-Cisl communicates in a note to the heads of the ETF (European Transport Workers’ Federation) and the ETF Aviation Conference taking place today in Brussels.

Starting from some traffic recovery forecasts, totally wrong, in fact the return to the pre-pandemic traffic levels of 2019 was expected only in 2024 and linking this issue to that relating to the staffing needs that were consequently underestimated, the summer in the airports and in the skies it was very hot.

The lack of personnel at all levels and in all companies (traffic control, air carriers, airport managers, airport security, handlers) has as a consequence, in addition to inconvenience for passengers, an increase in workloads for those who continue to be part of the workforce of the various companies, they explain from the Cislino union. The shifts of employment are constantly modified and sometimes communicated to employees without appropriate notice, thus complicating a serene management of life and personal commitments; personnel laid off in a pandemic period have often found employment elsewhere, making the search for suitably qualified resources even more critical.

It is essential to restore its equilibrium to the system by reversing this course which, in the absence of concrete signals, will lead to an escalation of negativity in terms of service quality and safety at work. There are tasks that cannot be properly guaranteed if the continuous staff turnover continues.

Fit has urged Mims (Ministry of Infrastructure and Sustainable Mobility) and the Minister of Labor and Social Policies on these issues for some time, the “manifesto on air transport” of 25 February 2021 entitled “We support air transport: let us fly the recovery “. The manifesto, which was also sent to the ETF, as well as to the central institutions, to the prefects, to the presidents of the Regions and to all the mayors of the Municipalities where airports were present, placed among the key points to include air transport in the Recovery Plan economic, with the aim of implementing the necessary investments to revitalize the sector also through the launch of a national plan for the reorganization of national airports, eliminating the current competitive asymmetries and developing an adequate intermodality.

Another important issue brought to the attention was that of the completion of the reform of the air transport system, initiated with article 203 of the “Relaunch Decree”, which proved to be a necessary but not sufficient measure. In order for all forms of contractual dumping to be overcome – continues the Fit-Cisl note – that competition therefore develops on the effective ability of companies to offer a better service, a directive is urgently required that requires companies based on the national territory to apply, exclusively, the national collective bargaining agreement for air transport. Pending the launch of these legislative provisions, Fit-Cisl, instead of remaining helpless or worse still complaining, will continue, through bargaining, to progressively improve working conditions and the remuneration of air transport workers.

The hope of the union – concludes the note – is that the stakeholders concerned can take into consideration what has been reported, immediately entering into the merits to address the problems present, preventing them from worsening, identifying shared solutions to relaunch a sector that alone gives work to almost 42 thousand people.
