The Giunta di Roma Capitale approved the resolution with the Guidelines for carrying out the pedal-assisted bike sharing service in the Capitoline territory, starting from 1 January 2023.
These are the main news in a nutshell. Compared to the current situation, the authorized operators will be a maximum of three, selected by public notice. The concession will last three years. Companies wishing to operate in Rome must have already carried out an authorized service in the city with a minimum of 750,000 inhabitants and at least 500 vehicles.
In terms of rules, the speed of the vehicles will be limited to 25 km / h. The metal plate on each vehicle becomes mandatory with the addition of a QR Code that allows immediate identification through electronic devices. Specific areas will be identified No parking and others where vehicles can be left. Bike rental will also be open to minors, unlike what will happen to scooters, with the obligation to register with an identity card.
Each operator will be able to obtain the authorization, against a fee to be paid to Rome Capital varying between 1 and 4 euros per month for each vehicle, for a number of vehicles between a minimum of 2500 and a maximum of 3 thousand (a figure that the Administration may increase up to 4500)..
The territorial extension of the service increases with a total area of 95 sq km extended to 5 PGTU areas between the Aurelian Walls, the railway ring, the green belt, the Gra, Ostia and Acilia. In the Ztl Tridente there will be a maximum of 30 vehicles for each operator which will rise to 300 in the Ztl Centro storico and will become 70 in the Ztl Trastevere. The measurements of the density of the vehicles in the indicated areas will be carried out electronically every 60 minutes and, if not consistently respected, will involve immediate measures for the operators. Finally, strict conditions are foreseen for the revocation of the authorizations to operators in the event of non-compliance with the service thresholds. They range from 7 days of suspension for the first infringement to complete revocation in the most serious cases of non-compliance.
The resolution therefore guarantees certain rules and correct behavior also for e-bikes. As already done for the scooters, for which it was published the new announcement in recent days, the Administration continues its plan to rationalize sharing mobility services. Electric bicycles and scooters will continue to play a valuable role, guaranteeing short and rapid journeys to numerous types of users but in compliance with clear rules and urban decor.
