One-off bonus of 150 euros for those who receive income of less than 20,000 euros gross per year. According to what is learned from government sources, it is one of the novelties contained in the dl aid ter.
In the meantime, the Council of Ministers unanimously approved the decree, with aid to businesses and families against high bills. Below are the measures contained in the draft.

”To the employeeswith the exclusion of those with a domestic employment relationship, having a taxable salary in the month of November 2022 not exceeding the amount of 1,538 euros “ is recognized ” through the employers, in the remuneration paid in the competence of the month of November 2022, a sum as a one-off indemnity of an amount equal to 150 euros ”, reads the draft of the aid decree ter.
The one-off allowance of 150 euros is also provided for the self-employed provided that, in the tax period of 2021, they have received a total income not exceeding 20,000 euros, and ” in favor of subjects resident in Italy, holders of one or more pension benefits from any form of compulsory social security, pension o social allowance, pension or allowance for civil invalids, blind and deaf and dumb, as well as accompanying treatments to retirement ”, we read again.
Furthermore in the fourth quarter of 2022 the tax credit will be extended to small businesses, from October it will therefore apply to all companies. The current mechanism is confirmed until 30 September, with a tax credit of 25% for energy-intensive companies and 15% for other companies with consumption greater than 16.5 MW. Strengthening is foreseen for the months of October and November, with a threshold of 25% for energy-intensive and gas-intensive companies and 40% for all companies that consume gas..

The extraordinary contribution for regions and municipalities in difficulty, due to energy costs, is increased by 200 million euros. The measure is contained in the draft of the aid decree ter. In the article ‘Extraordinary measures in favor of the regions and local authorities’ it is established that, to address the expenditure for electricity and gas users, an additional 160 million euros will be allocated to the municipalities and for 40 million euros to metropolitan cities and provinces.
The fund for the transport bonus it is ‘reinforced’ with 10 million euros, which are added to the 180 million already allocated for 2022. The measure is contained in the draft of the aid decree ter, under examination by the CDM. The economic contribution has the objective of mitigating the expenses of families, in particular in relation to transport costs for students and workers, through a voucher to be used for the purchase of season tickets for local, regional and interregional public transport services or for national rail transport services. The value of the voucher is equal to 100% of the expense to be incurred for the purchase of the season ticket valid until 31 December 2022 and, in any case, cannot exceed the amount of 60 euros. The voucher referred to in the first period is recognized in in favor of individuals who, in the year 2021, have achieved a total income not exceeding 35,000 euros.
The increase in fuel prices also pushes the government to allocate 100 million euros to local and regional public transport, to allow vehicles to circulate regularly. The measure is contained in the draft of the aid decree ter. In the article ‘Urgent provisions on local and regional public transport’, we read that ” a contribution is recognized for the cost increase, net of value added tax, incurred in the third quarter of 2022 compared to the same period of 2021, for the purchase of fuel for the supply of means of transport for local and regional public transport by road, lake, sea or rail ”.
And again: ” In order to mitigate the effects of the increase in supply costs of electricity and gas supported by theatrical halls, concert halls, cinemas and institutes and places of culture the expenditure of 40 million euros for the year 2022 is authorized ”, the draft still reads. By decree of the Minister of Culture, to be adopted within thirty days from the date of entry into force of the decree, the methods of distribution and allocation of the resources referred to in the first period are defined. The contribution cannot be combined with other concessions ”.
” To cope with the economic crisis caused by the increase in the costs of thermal and electricity ”, 50 million euros are allocated, ” to be allocated to the disbursement of non-repayable grants for amateur sports associations and clubs, as well as for national sports federations, which manage sports facilities and swimming pools”, another draft measure. ” By decree of the delegated political authority in the field of sport, to be adopted within thirty days from the date of entry into force of this decree, the methods and terms for submitting requests for disbursement of contributions, the admission criteria, the delivery methods, as well as control procedures, to be carried out also on a sample basis ”, reads the provision.
