The second edition of the Tuscan Labor Fair (the first in attendance after the pandemic) kicks off this morning at the Fortezza da Basso in Florence, the event promoted by the Tuscany Region and Arti (Tuscany Regional Employment Agency) to promote direct contact between job seekers and companies looking for candidates and candidates. It will continue until next Wednesday 21 September.

Approximately 7,000 applications have been received, 400 profiles sought and 1,000 employment opportunities. At the same time as the activities aimed at meeting supply and demand began, the rich program of conferences and moments of in-depth analysis that will unfold in these three days began.

The opening conference saw the greetings of the President of the Tuscany Region and the Regional Councilor for Work and Vocational Training, together with the directors of Arts and the Directorate for Education, Training, Work and Research of the Tuscany Region.

The President of the Region underlined how – even more so in this phase made even more difficult, after the years of the pandemic, by the conflict in Ukraine and the energy price crisis – Tuscany, starting from its Arti agency, is working to create the conditions for it to be an example for employment levels. A lot of action is needed, he added, on the level of specialized and specific training, but there are no sectors on which to focus more. For the president, it is about creating the conditions in every sector to offer the specialized staff that can grow jobs and the economy. Finally, he focused on the role of Arti, which is developing a very important action to bring supply and demand policies closer together, especially for young people.

The attention to overcoming the misalignment between supply and demand, explains the regional councilor for training and work, is central to the policies of Tuscany. The method to be followed is that of consultation, listening and comparison: these three days are meant to be an opportunity for people looking for work and companies looking for profiles that meet their needs. The phase we are experiencing is also very complex as regards employment, after the pandemic now also the war, with energy costs and the difficulty of finding raw materials. Yet, continues the councilor, this is a period of extraordinary opportunities for the resources and tools available. The reference is to the instruments put in place by the Pnrr, the new GOL Program (Employability Guarantee for Workers): for the Tuscany Region only the first tranche is worth over 50 million (first year); to these are added the almost 54 million of the residual resources of the shock absorbers in derogation that Tuscany has managed to unlock and the new seven-year European Social Fund, ESF. Precisely in order to make the best use of these resources, consultation programs have been put in place both at regional and provincial level with the social partners that make up the Tripartite Regional Commission, sharing tools and priorities and trying to respond, also thanks to the territorial protocols on training, to training needs of the individual territories, very heterogeneous in terms of vocations and peculiarities.

The watchword, the councilor repeats, must be complementarity, in order to be able to broaden the audience of beneficiaries and give adequate answers, thanks to our Tuscan model. A model that focuses on public employment services – in which investments are being made from the point of view of personnel, offices and digital and technological infrastructures – in synergy with accredited private individuals. This is the complementarity, the cooperation logic, which characterizes the Tuscan model, in which we want to continue to invest.

At the center of the morning discussions on the overcoming of the mismatch (the misalignment between supply and demand of work) and on the level of implementation of the Gol program (Employability Guarantee), and of the Tuscan Employment Pact, which is based on the Protocol signed a year ago with the Ministry of Labor and Social Policies and which has seen an in-depth consultation process with the social partners. Among others, the extraordinary commissioner of Anpal (the National Agency for Active Labor Policies) intervened, underlining how Tuscany is among the first Italian Regions to reach the targets set by the European Union three months in advance. the implementation of the programs envisaged under the NRP on the front of active labor and training policies.

The Gol program will be the heart of the discussion this afternoon. From 2.30 pm, the round table is scheduled during which the calls and the tools for implementing the program will be presented.
