In the face of the gas emergency, the government intervenes with a plan to rationalize the use of resources, starting with lowering the maximum temperature of the heating systems by one degree. Among other things, in the areas of the country with the mildest climate, the Minister for Ecological Transition, Roberto Cingolani, is also studying the hypothesis of reducing the maximum temperature set by two degrees and by two hours the maximum time of use.

Well, who controls? This is the more elusive side of the plan. In general, the indications aim (apart from the exceptions in areas with milder climates) to reduce the maximum temperature from 20 to 19 degrees and the coverage time by one hour.

The condominium administrators of the buildings where there is a centralized heating system will be responsible for ensuring compliance with the plan, but random checks will also be possible entrusted to the local police, therefore to the traffic police, who can also impose a sanction whose extent must still be defined. More slippery speech when it comes to homes with independent heating systems, very widespread. It is unlikely that the traffic police will be able to enter homes at will, while checks in shops and offices open to the public can be more effective.

The plan for the winter

Let’s start with a fact: Italy is divided into various climatic zones, with different rules, but the largest slice of the country falls into “zone E” (for example Milan, Bologna and Turin) and “D” (Rome, Genoa and Florence). In E, the heating systems can normally be switched on from 15 October to 15 April for a maximum of 14 hours; in D from November 1st to April 15th for a maximum of 12 hours. Well, the new rules – which will also apply to public and private offices – will lead to a one-hour cut and a 19-degree ceiling. At the moment, random checks combined with the accountability of condominium administrators represent the only weapons, together with an awareness campaign, to enforce them.
