The theme of infrastructures is the one at the center of the letter sent to the Abruzzo mayors by Luciano D’Alfonso leader candidate for the proportional to the House for the Democratic Party, outgoing senator and president of the Finance Commission of the Senate, former president of the Abruzzo Region.

The examination of what has been done and what still needs to be done focuses primarily on the Rome-Pescara railway line, the Abruzzo Airport, the Manoppello Interport, the A24 and A25 motorways and the Abruzzo ports.

Dear Mayors,

the theme of large transport infrastructures has always been at the center of political debate and the interest of institutions, scholars and citizens is concentrated on it.

Often the construction of complex works evokes potential critical issues in environmental matters, regulatory and economic limits, very long construction times which, taken together, can be exceeded if different methods of choice and design are adopted, so that these constructions can quickly meet accessibility objectives. , sustainability and individual and environmental safety, moving goods and people faster and with lower costs.

The implementation of a different, participatory and transparent process, to create infrastructures useful for citizens and the production sector, has become even more evident in the regions of southern Italy, along the Adriatic ridge, in Abruzzo.

After starting, in 2014, the process of introducing the Abruzzo region into the European corridors of the Trans-European Transport Network, with the priority objective of including the entire Italian Adriatic backbone in the TEN-T core network with its linear infrastructures , railway and motorway, and nodal, on 28 October 2015 the European Parliament in Plenary Session approved the completion of the

Baltic-Adriatic corridor with the inclusion of the missing link Ancona-Pescara-Bari. A historic result that was confirmed and materialized in the new geographical maps of the Trans-European Transport Network presented by the Commissioner for Transport Adina Vălean on 14/12/2021, attached to the new proposal for a European regulation. The city of Pescara makes its first entry into the network of urban nodes, taking with it the annexation of the relative rail-road connection sections.

Abruzzo is now crossed by the Baltic-Adriatic Corridor, with the Adriatic route, both railway and motorway, classified as extended core network.

The Rome-Pescara railway line, the Abruzzo Airport, the Manoppello Interport, the A24 and A25 motorways are classified as Comprehensive Networks and, finally, the port of Ortona enters the European network for the first time with the characteristics of a terminal road-rail.

The strategic framework for infrastructures, of European significance, considered fundamental for the pursuit of territorial cohesion is thus drawn up.

For this reason, the process of modernization and enhancement – in part already started – must primarily concern these axes of mobility, at the same time as strengthening the internal and intermodal connections directed towards the TEN-T network.

In a historical context in which all geopolitical systems are investing huge resources for the ecological transition, it is clear that even in Abruzzo this modernization process will have to pursue objectives of reducing pollution, negative externalities, accidents and a greater diffusion of alternative fuels, intelligent, new, digital, self-driving solutions.

Among the major development opportunities for Abruzzo – considering the areas of intervention to which the funding of the National Recovery and Resilience Plan and the Complementary National Plan are destined – the consolidation of the project scenario already advanced for speeding up and strengthening of the Adriatic line, of the Rome-Pescara railway, including their ramifications involving imported urban nodes such as Teramo, Giulianova, Vasto, Chieti, Sulmona, L’Aquila, Avezzano.

Alongside the main lines, the interconnected Adriatic-Sangritana regional railway that connects Fossacesia to Castel di Sangro is also involved in a program of interventions for a new role in the scenario of local and regional public transport with electric and hydrogen powered trains. Certainly some connections between capitals, coastal territories and the mountain hinterland are not served by the backbone network of public transport by rail, for this reason it is also fundamental to guarantee a fast car system with a high degree of accessibility, in which to also offer transport. mass collective with high-capacity buses powered by alternative fuels.

In the road sector open questions concern, to name a few, the Abruzzo-Marche foothills, the SS 17 of the Abruzzo Apennines, the Adriatic SS 16.

Among many infrastructural needs, it is necessary to prefer those that maximize the levels of territorial equity between the coastal areas and inland areas and the competitiveness of existing industrial sectors, such as the automotive sector, and those that could arise if we rethink transport even with a vision of industrial policy.

In the current planning there are many interventions also for the strengthening of the Abruzzo port, logistics and airport system.

It is therefore necessary to aim at the completion of the works already started, also aiming at a modernization of the same aimed at favoring the entry of infrastructures for alternative fuels and energy supply.

Greater competitiveness of port infrastructures can also be given by promoting the development of short sea shipping services with other European Union countries according to a transparent and competitive alliance model, combining the European dimension of the macro-region and the dimension of operational coordination between local realities.

An example is the positive performance recorded in terms of passengers handled in the Abruzzo Airport after the actions implemented in 2016 (elimination of the additional municipal increase, changes in airline guidelines, tender for promotional services) with an incentive to do even more so that the Abruzzo airport system serving the Adriatic-Ionian UO macro-regional area is consolidated and creating appropriate synergies with the tourism sector.

Therefore, Abruzzo can connect efficiently, quickly, sustainably to Italy, to Europe, if a strong coordination and synergy action is put in place between citizen and institutions, between municipality and citizen, within processes сотите participatory and transparent decision-making.
