“This Plan is in a position of continuity with the previous one and considers the entire urban waste management cycle, from production to collection, up to transport and final disposal, identifying interventions aimed at their limitation. Further actions follow in order to achieve encourage use, recycling and recovery, having as its primary purpose the concrete development of a circular economy in the area. Objectives to be achieved through sustainable solutions, supporting the values ​​indicated by state and regional regulations “.

This was announced by the Regional Councilor for Defense of the Environment, Energy and Sustainable Development, Fabio Scoccimarro, during the work of the IV Council Commission, chaired by Mara Piccin (Forza Italia) and meeting in Trieste in the hemicycle of Piazza Oberdan, during the illustration of the resolution of the regional council dedicated to the definitive adoption of the update for the year 2022 of the regional urban waste management plan.

The provision, which on June 16 has already obtained the unanimous go-ahead from the Council of Local Autonomies (CAL), had previously been issued by the Executive with the same positive expression, including the Environmental Report and non-technical Summary.

The foreseen objectives are fourteen, all progressively listed by Scoccimarro himself: “Prolonging the life cycle of urban waste, increasing separate collection, improving the quality of those collected, strengthening and regulating the textile fraction, as well as the dangerous domestic one, improving the fraction biodegradable and waste mineral oils “.

“Without forgetting – added the commissioner – the increase in recycling, the decrease in the per capita production of residual ones, the development of an integrated network of plants for energy production and recovery, the minimization of landfilling, the reduction of abandonment and dispersion, rationalization of the transport system and the use of biomethane obtained from the treatment of the biodegradable fraction “.

“In this way, we are going to consolidate the good practices already identified – concluded Scoccimarro – and we are going to further improve the management of the territories, always in compliance with the fundamental principles established by the sector regulations and according to the treatment hierarchies of the Environmental Code. . The update proposes management and plant engineering solutions also to exploit the advantages deriving from the respect of the principle of proximity to production sites, satisfying every need. The primary purpose is also constituted by the achievement of regional autonomy in the treatment of unsorted municipal waste, avoiding the migration to other regions or even abroad, thus ensuring sustainable and responsible management “.

The dgr 753 of May 27 amends article 13 of regional law 34/2017 and takes into account the environmental regulations and the organic regulation of waste management and principles of circular economy. An operational area of ​​competence of the Service governs waste management and polluted sites that follows the draft Regional Plan, adjusted with the scheme containing the operating procedures and the terms of the procedure, divided into operational phases, after having also considered the counter-arguments to the observations received and the proposed amendments and additions, without forgetting the Strategic Environmental Assessment (Vas) and Impact Assessment documents.

During the general debate, numerous requests for details and in-depth analysis were received, starting with the speech by Furio Honsell (Open Sinistra Fvg) who made explicit reference to the circular economy and the management of wood waste, hoping for light also on the topic of asbestos and traditional landfills considered most worrisome. Pentastellato Cristian Sergo instead referred to the hypothesis linked to the construction of a new waste-to-energy plant, despite a survey by the Ministry of the Environment indicated that northern Italy does not need such structures.

With regard to the Democratic Party, Mariagrazia Santoro called for precise indications regarding the main innovations introduced and evaluations on the subject of self-sufficiency, while the council group colleague Nicola Conficoni remarked that “in an overall virtuous Friuli Venezia Giulia, lower levels are nevertheless recorded in the Trieste area, where it would therefore be advisable to seek an approximation of performance “.

Finally, the group leader Giuseppe Nicoli suggested to “separate the contributions brought by the various subjects”, also pointing out that “the Municipalities are the first to have to sensitize the citizen, so that the conferment is done in the most appropriate way. Specific actions are needed to optimize this passage, avoiding solutions imposed by managers and extra costs taken from general taxation “.
